The license says Sparky is provided "as is" and you cannot redistribute it.
Installation instructions describe how to unpack the distribution.

The distribution is about 6 megabytes and includes some sample data, but does not include Python which is needed if you want to use Sparky extensions.
Old source code (version 3.106) is available.
You will need Python 2.1 if you wish to run or write Sparky extensions for Sparky 3.106. It will not work with older or newer versions of Python. You can get a version I have compiled and tested with Sparky from the table below, or you can get it in source form from the Python web page http://www.python.org.
Python for Mac OS 10.1 does not work on Mac OS 10.2 systems. A Python for 10.2 systems is available below.
